what can romney learn or not learn from paul ryan? we focused so much on the president's awful performance, what does mitt romney need to change if anything? >> i think most of what romney needs to change just has to do with the format, right? you're going to be in a situation where both obama and romney are trying to sort of connect and sell themselves both to the audience at home but also to the people they're talking to in the room. and that's a completely different situation from the first debate. so romney i think overall most people would say, you know, romney overall had a better debate than ryan did. i thought ryan was fine. >> those who were watching. >> cleared the bar and so on. i don't think romney looks at the ryan performance and says i need to model myself after that. i think ryan was very clearly just trying to sort of establish, you know, sort of keep the momentum going. deliver a sort of solid calibrated performance and not give the democrats some big sound bite that they could latch onto. >> in fact, he did give the

for paul ryan it's defending had his own record as well as mitt romney's record. they're different. as joe biden tries to remain gaffe-free and make up for the president's poor performance last week. and joining me now, democratic strategist and president of divine, and phil, republican consultant and president of new frontier strategy both whom have been debate preppers in the past. what was going through your mind when watching president obama last week? >> listen, i think as his campaign has conceded it was a tough night for the president and governor romney did well. what i was thinking they're going to have to pivot. we're at a pivot point in this campaign. a lot of the republicans who probably would have wound up with romney anyways have made the polls closer and the vice presidential debate will be an important one. >> and what would your advice be to joe biden in terms of being tougher but not too tough? what is the mix that he has to get through? he's got a pretty rich amount of material to go through because if he wants to go after the ryan budget cuts and medicare plan, n

romney and ryan both want it down at 20%. so there's a clear difference, and they all agree on where it should go. what gets interesting is as you dig into the detail of what gets cut, and you'll see some very, i think, fascinating differences among these guys. so on social security, as you heard president obama say in the last debate, the three guys are actually in the same place. they want to spend the same amount on social security in the next ten years. when you get to medicare, romney and ryan are in the same place, but romney actually a as you also heard him say, wants to repeal the $716 billion. it's actually $900 billion of cuts. he would spend more on medicare than ryan or obama. and then you have obamacare. >> let me ask you really quickly. if anybody has heard, let me know. has mitt romney said what he wants to do with the $716 billion? >> essentially it would be used to get his spending down to that 20% level because you're going to see in a minute, he has a bunch of other places he wants to spend money. >> spend

does paul ryan defend his original budget and medicare proposals in contrast to what governor romney is now proposing? >> well, what matters now is, what is governor romney's plan going forward and paul ryan has signed up for the romney plan. specifically with respect to the sequester, governor romney is opposed to it. in fact, when that was decided last summer governor romney issued a statement specifically mentions the prospect of some devastating cuts to our national defense budget should sequestration become necessary. so the governor has made it a priority to reverse the obama defense cuts. it's not just the $500 billion that will happen as a result of sequestratio sequestration, another $500 billion in the works. the president's defense secretary has said the combination of the obama defense cuts with sequestration will be devastating to our military. it will further weaken our standings in the world and embolden our adversaries. >> what about benghazi? do you think that is a legitimate issue for this campaign? do you think the president should be held responsible for what happ
